The Office of SMEs Promotion (OSMEP)

The OSMEP as the supervisory body for SMEs in Thailand
Established by the SMEs Promotion Act (2000), OSMEP as the central planning agency coordinates the operation plans of all relevant offices in promoting small and medium enterprises in the country. The plan will be instrumental in SMEs promotion, as this will be the national plan for small and medium enterprises promotion after having been approved by the Cabinet. OSMEP was thus assigned the following roles:
- As coordinator.
- As facilitator for all the SMEs promotion agencies.
- As promoter and supporter for the various SMEs promoting offices.

The OSMEP as an operator
OSMEP has the role of taking charge of SMEs promotional activities left unimplemented by other offices, or those promotional activities that are as yet to be implemented by the manufacturers. OSMEP's operational role is thus to promote and, where and when appropriate, repeat certain promotional activities in order to help SMEs increase their potential.

Objectives
1. To establish criteria to characterize small and medium enterprises in accordance with social and economic environment.
2. To define categories and sizes of SMEs to be promoted, and to propose promotional policies and plans.
3. To cooperate with other public offices, government organizations, state enterprises and relevant private organizations in the formulation of policies and action plans for SMEs promotion.
4. To prepare SMEs studies and nationwide SMEs status quo reports.
5. To propose to the Board of SMEs Promotion amendments of laws, and to stipulate new legislation, amendments to improve conditions laid down in laws and regulations concerning SMEs promotion.
6. To manage the Fund for SMEs Promotion in accordance with the policies of the Board as well as those of the Executive Board of the Office of Small and Medium Enterprises Promotion.
7. Executing administrative work of the Board of SMEs promotion, and those of the Board of Executives of the Office of Small and Medium Enterprises Promotion.
8. To perform other duties under the Act, and assignments of the Board.

 


What is ISBC?

ISBC (International Small Business Congress) has been held annually since the first conference in Hawaii in 1974. The basic objectives were, in 1974, and are today, to ensemble representatives from governments, business, the academic communities, financial institutions, and trade associations for the purpose of exchanging views about small and medium-sized business problems, policies and programs for assisting them, and provide business opportunities among participating SME people. Also, the objectives are to develop communication linkages and networks to continue meaningful contacts and relationships, resulting in mutual assistance among the various countries.
